Short version (I'll edit role PMs in later):

3 Mafia:

Locutus of Borg
Seven of Nine
Hugh

9 Town:

2 masons (Geordi and Data)
Cop (Troi)
Doc (Crusher)
Roleblocker (Spock)
Vig (Worf)
3 Townies (Riker, Wesley Crusher, Guinan)

Obv, this is weighted pretty heavily to the town. But then, you always get a twist in a Seol Mafia game.

The twist came in from a brainstorming session about what you'd need to do in order to allow mod-PM quoting (which I did explicitly allow this game, I don't think anyone noticed :() without it being abusable.

The answer I came up with was "give the scum town role PMs".

And that's what they got.

Locutus of Borg started the game with a Picard, vanilla townie role PM. Whenever a player was assimilated, all three scum got a copy of that player's role PM (without the identity of the other mason, if it was a mason PM). That's why all you got was "innocent" or "guilty", and not full reveals. This would mean that not only would scum get fake claims in, and indeed start the first day with two fake claims primed and ready, but also they'd know safe
power
-claims as they'd know (some of) which role functionalities were dead already. I wasn't sure exactly how powerful that was, but I figured that (give or take) this would balance the essential strength of the town.

Unfortunately, the scum never got a useful role PM, they managed to hit
all three
vanillas and (even worse) a mason, and the cop came out early and the doc stayed alive. Furthermore, the scum either didn't realise or didn't try to use mod-quoting to their advantage, which was, to be honest, half the concept.

Also, I think the setup was sound, Seol, although you could've pointed out that mod quoting was allowed. Its absence was pretty easy to miss.
