Because someone's entrance is not an excuse for a bad vote - in fact someone who enters is more nervous on how his first post will appear (first impression is what forms a gut read, thus important) and is more likely to do something telling.
As for not doing it anymore - it's not like he moved his vote anywhere better, and it's not like he gave any good reason either. Another bad vote, another weak (if any) reason.

I think it's funny you say the bolded because I have explicitly stated my reason and they are both very valid reasons. But I forgot, you gave such an awesome reason for your vote so you are the expert right?
