I don't think you fully grasp survival strategies and trying to last as long as possible as scum. You're not grasping the fact that as scum in neil's situation, you want to minimize ALL risk involved with a claim when it's already a gambit. That means if a tracker has to claim his target, and he can either take a 0% shot of being countered by claiming to have tracked a scumbuddy, or take a 25% of being countered by claiming to have tracked someone who whoops turns out they're the cop or the vig (who in theory could have stacked their shot with the scumkill and no one would be the wiser), you take 0% every time.
