That quote was written and applied more for a time when and games when one set of neighbors was/are the norm. It isn't nearly as applicable in games where there are multiple neighborhoods, because the mod will take that expectation and choose to manipulate it or not at his or her will. Look at any of the many recent large games that have featured multineighborhood setups, with all town neighborhoods often existing.

My real point is that I don't want people thinking every neighborhood has to have scum, and scumhunting based on unknown neighborhood scum distributions is a course of action that isn't worth it.

Town but making newbish mistakes. One of Josh B's posts exemplified gameplay as honest town but three steps behind. In a game or two, he'll be deadly because he'll understand both newbs and seasoned players.
