I'm starting to question the value of maxing frostshot on Ashe second, before I was leaving Hawkshot as a 1 point wonder but more and more I'm being underwhelmed by frostshots effect given the sheer amount of mobility in currently played champs. Hawkshot on the other hand is really starting to grow on me when leveled up for how often it's up.

I would always max E second man. You should do it. Shits boss.
Also smiting champions in new jungle is the most fun I've had playing this game in quite a while, and if I were starting out this game I'd probably main jungle.

I mostly did R>Q>E>W back in the day when I was serious in learning her, but I have no idea how it would have changed since then since I never really played her that much recently.

I think it has a lot to with Kalista having a very high skill floor, and because her ult can totally throw off another player's rhythm when they aren't communicating with one another (which solo queue teammates just really can't do effectively enough in teamfights). Doesn't correlate to good low-elo / solo queue winrates, I'd think.
I agree to an extent, and I've had fun playing both with and as Kalista. But I think she is still underpowered. At the challenger level, where presumably people would more readily figure her mechanics out (both as teammate and as kalista), she has an even lower win rate of 28%, at Diamond 35%.
I think she's a really cool champion. And it's not like win rates have kept all bad champions from being played (Yasuo is inexplicably banned in 8% of games and played in 11% despite having one of the lowest win % in the game), but I think this is more in keeping with Riot's stated policy of erring on the side of making champions under rather than over powered on release.
One issue is that her oath stuff gives incentives to different behaviors that don't really work together. Her W has some pretty big damage in lane even with only one rank in it, but that works best with poke heavy champions like Sona, Soraka, Morgana, etc.
But her R, which lets her initiate, works best with a tanky support. You don't really want to throw Sona at a group of enemies (though I guess I could imagine Fate's Call, knockup, Morgana Ult, Zhonyas combo working well)
Part of me thinks she could be a better, more interesting champion if she could rebind her blood oath every 15 minutes or so. That'd let you bind with your top or jungler after laning, but still let you pick a squishy poke support to take advantage of her W in lane.
