From what I've heard S5 is usually worse because it's people that got through their selection games okay and then fail but can never get demoted to bronze.

it's also people who feel like they've managed something, that they are superior to bronze etc. Similar things happen with gold 5's a bit more, I think.
Surrender, imagine and of course wear something nice.
at silver V you're still put with a lot of Bronze people
I don't think ELO hell is a real thing, but I will say that playing on my Silver V account is far more frustrating than playing on my Silver II one. That doesn't seem like it should make that much of a difference, but while the skill level is pretty much the same, I've found less behavior that is on its face unfun. Not that it doesn't happen, but on my S5 account I've had stretches of 4 or 5 games where one side or the other would have an afk or a jungle teemo or whatever.

Void, bra, congrats on the penta. Still don't have one myself.
It totally depends what you mean by ELO hell? If you're saying where it's IMPOSSIBLE to get out, then obviously, yeah. If you're talking a higher level of afks, trolls, people intentionally making your day bad? Definitely exists. If you're talking about people just playing poorly (like people saying "OMG we're all AD, ELO HELL!") then no, that's just people who aren't good at the game being not good at the game.

i think it's usually used as shorthand for a place where it's difficult to escape from because despite the skill level of an individual, others are so bad/trolly/etc that they prevent the person with enough skill to get out. I think simple math is enough to largely defeat this (if you're good, your team only has 4 potential trolls whereas the other team has 5 possible trolls so over time it should even out).

Except that some games mean different amounts (promos), and that it's based on it evening out over math. How many games do you play in a season? 200? maybe 300? I don't know if that's enough for the "4 potential troll vs 5 potential trolls to even out". What if you consider that your team has only 4 chances to have a potential challenger smurf and the other team has 5 chances?

i got 74/123 and totally spent way too much time trying to put a name to the face for some of the champions, that i actually missed trying the last 15 or so.
