He is a DM who will mostly go along with what you want to do.

I'd like to run a class from
Book of Nine Swords (it's not 3rd party), but if you're not cool with that I can run something core.
Same question goes for stuff like Psionics/Magic of Incarnum.
I wanna know what's open to me for character creation.

PHB only.
While it will be very good at piercing things, it won't be able to cut things.
You need a slashing weapon for that.
