Scaling cdr glyphs is what I tend to use on vlad. He doesnt get natural cdr otherwise in his itembuild

Spell Vamp scales better with penetration than with CDR. Sure, you heal less from Q heal, but you also heal significantly more from ToB, Pool and Ult.

Build A. WOTA + lucidity is 3500 gold for 25% cdr, 20% spellvamp, 112 health, 80 ap
Build B. revolver + guise + sorcs is 3785 gold for 12% spellvamp, 35 flat mr pen, 291 health, 70 ap

That gold could be on you at give or take 12 min into the game, I think, around lv10.

Lets assume your opponent is a moron and didn't buy mr. That means buid B gets him to 7.5 mr, compared to build A, which does 1/1.425 less (yes, discarding masteries and runes. Too much effort). So in comparison, build B does 1.33 times as much damage.

Otoh, 25% cdr gets you the same 1.33 increase (if you didn't take cdr in masteries), simply because you cast 4 spells in the time build B can pull them off 3 times. Ok, hilarious coincidence.

After that I don't even need to do the calculation on the abilities, build A has more ap, more spellvamp left, at the cost of 180 health. This gets better if you do take masteries, and scales better into the next buy (a kindlegem) as cdr gets better the more you buy. Otoh, if your intended opponent does get MR, build B gets less of a damage increase compared to build A.

The issue with this calc is twofold. For one, it cut a couple of corners in assumptions about your opponent, for second it's a stupid DPS calculations. In lane, you won't get to q every 3 seconds like build A allows you to. Same for tides. He's going to go in for a creep, and you'll punish him with a timely tides+q after which your opponent either goes in or backs off (depending on which you pool/all in, etc). If he backs off, you got more burst out of build B. And burst is more valuable than continious damage, usually.

The difference between builds is really not that big though. As of complaining about professional games, build A is harder to abuse (people will buy MR/have it in their runes, to which it is more robust), less focussed on all ins/burst, which may be what they need from vlad.

the problem is more of a holistic problem with playing vlad than the actual calculation.

• A huge benefit to vlad is rolling up to 4-stack tides. The base damage will be doubled but your bonus damage won't. So magic penetration scales with empowered stacks but AP doesn't.
  
• Pool cooldown is so huge that until the late game when you're level 18, you're not getting two pools in a fight. So CDR doesn't really matter for that at all.
  
• Hemoplague synergizes with burst more than CDR, because it's of a fixed length. Vladimir's big combo is REQWEQ - you'll just barely pull it off within the hemo window with no CDR (having a bit on runes helps, because it's tricky if still possible with literally 0 CDR). Your burst will get that 12% so making the burst big helps.
  
• Kind of related to that last one, but if REWE can kill your lanemate or a jungler you can push with impunity because 2v1's don't really matter - REQWEQ the healthier enemy and REWE kills the other one for free.
  
• Building flat HP on Vlad has some benefits beyond the passive trigger. It increases pool damage, it increases your morellos treshold, and it gives you time to wait out ignites before using Q (this last one is niche I admit)
  
• I mean, just watch all these Vlad games - whether or not the Vlads WANT to focus on all-in, that's sure as shit what's killing them! No matter what you build as Vlad, you're going to be good at lane sustain and your opponents aren't gonna let you sit and durdle. They're going to FORCE duels, so it's your job to WIN them.
