Fiddle also doesn't spend much time buying jungle enchants. Also, jungle Fizz, jungle Karma would both like this item.

Let me rephrase. Fiddle players often buy T2 jungle item, leave it alone for a while, and rush zhonya's. Of course they fill it in with Magus

- it's the only source of CDR in fiddle's buildpath. But getting an enchant isn't mandatory on fiddlesticks by any means.

Stats:
40 AP
200 Mana
+10% Cooldown Reduction
UNIQUE Passive - Spellblade: After using an ability, the next basic attack is converted into magic damage and deals 75% Base Attack Damage (+30% of Ability Power) bonus magic damage on hit in an AoE around the target (1.5 second cooldown). When attacking a monster, this also restores 6% of your missing Mana.

for one it's good on nidalee. aaaaand here comes the other faults
you likely won't have it early game so boo hoo ap jungler's early games are still shit (with the exception of maybe Elise/Gragas but neither of them benefit from the spellblade passive--elise doesn't really reliably autoattack as a part of her combo and you're dumb if you don't go cinderhulk on fatman)
30% AP scaling on spellblade means that it's shit for everyone who's going to purely build AP (Diana, hi)
hybrid fizz/ekko/akali, maybe? might benefit but then again the -40 AP and -10% CDR kinda hurts
it would def help some of the tankier and slower junglers clear and manage mana well
could possibly let Alistar/Singed jungle again lolololol
would help malph too? (I guess) and cho. (but why would you get this over cinderhulk on cho wtf)
amumu/naut/zac don't need this for a clear and would go cinderhulk anyways

because it's going to make a lot of ap champions completely broken in lane
it's 2250g while giving you the ability to take jungle camps to refill mana
smite/tp fizz, ekko, kayle to name a few

I think runeglaive will help Diana.

CDR loss is less of a big deal for her because of her reset mechanic, the mana lets her donate blues, and she can use the spellblade proc easily.

I hope it gets a small buff, though.
