Why aren't you reading 4 lines below that?

New/variant roles may be included in limited number (no more than 1 in a Mini, 2 in a Large), and should be based on the usual role mechanics: Killing, Protecting, Investigating, Blocking, Voting, Enabling and Communication.

It's possible that he's survivor, I guess. It would have to be one of the 2 allowed variant roles. Seems unlikely he's survivor, but not impossible.

The question remains what would Fire get as an investigative result on a survivor?

The exact wording of the Cop's result is not standardized, with the following options being most common.
Mafia/Not Mafia - This only checks if the target is Mafia-aligned. Werewolves, Serial Killers or other third-party members thus have implicit investigation immunity.
Town/Not Town - All non-Town players will return an incriminating result, even if they are benign in practice (e.g. Survivor or other third parties with nonstandard Win Conditions).
Guilty/Not Guilty - Non-Town roles return incriminating or non-incriminating results depending on the moderator's decision.

NO. Explicitly Non-Normal Roles are NOT allowed in Normal games. That's the whole point of calling them EXPLICITLY NON-NORMAL. The '2 weird roles' rule applies only to Roles and Modifiers not on that list.

You need convincing reasons for people to be scum.
Finding town isn't going to cut it. Anyone can do that.

Why are there six scum? I've seen five and seven in 21 player larges before.

No, finding Town and using PoE to get the Scum is perfectly acceptable.

But TSO isn't Survivor because that's not allowable.
