I don't know what the game plan looks like for scum but the fact that you're playing up the 'let's leave it to be confirmed rather than lynch now' kinda answers your own question here. Reviewers discuss balance and recommend changes before approving. If it were just a case of saying 'are all of these roles technically normal', review processes would be much shorter.
