I don't really understand "scum pushed wagons" cos the only time I saw that was in hu2 and it was scum on scum.

I think scum just push whatever wagon they feel like they can genuinely back up in case they get questioned about it later. at least that is what I do. there really isn't a whole lot of premeditation to it, at least not until the game is in further development.
