To elaborate, it essentially makes him a VT. He has no power unless a cop is killed, and at that point he's next for dead.
Or it's a fakeclaim assuming a Cop in the large setup/due to a Godfather in their scum group. I feel that is wine and I done feel like drinking it atm.
