I was thinking about this, and would it really be a bad idea? I mean, they take it out of town's hands, and not only that, they could cause a lot of WIFOM with it. Say she's scum, and neighborizes 4 (I think that's how many slots she said she had?) other scum. Town don't have the opportunity to scumhunt elsewhere, and then if she gets killed, we're forced to try to figure out who she would try to neighborize alignment wise. Would she neighborize her scumbuddies? If so, how many? I can see it more than likely making some people in the neighborhood townread on that alone, which would be fantastic for scum.
