I'm voting for a no lynch to increase the chances of hitting scum. That's playing toward town wincon. Scum making an active decision to continue not to night kill knowing that it will result in a draw game is not playing towards wincon.

No distinction is made between any of the ways in which a No Kill (or No Lynch) occurs. In your given example, a doctor save would count toward the number of cycles needed to reach a draw.
