This fits too with the scum plan of not shooting N1 to give evidence for Fedora loud doc claim.

I really don't see what other they could have done N1. They couldn't have shot firebringer b/c he is PGO. None of the town have claimed protectors except Nacho. If he did jail Tammy N1 then they POSSIBLY shot Tammy N1, but if that's the case then why would they shoot there a second time N2 while not sure why their first shot didn't go through N1.
