In general I guess scum could have a genuine AtE, yeah. I assume scum probably do have some genuine breakdowns from time to time. But this whole thing reeks of poor play rather than scum motivation. From scum, this would be calculated, unethical and pathetic. From town, it's just kinda pathetic.

I guess I'm looking ahead a little, too. Say he flips scum. You get everyone on the wagon patting themselves on the back with how obviously scum he was. Say he flips town. You get everyone shitting on him for how obviously scum he was. There are things we still need to consider.
