But seriously anything that modifies or deviates heavily from "i choose this target they are targeted for a kill" is not really a vig. I would call it heavily modified vig b/c there's probably no name for it. But if it's gated the way Kise claimed his ability (esp with person getting a neighborhood with him and can out him etc) then it can perfectly fit into a scumteam.
