IIRC millers should claim in one of their first posts.
I believe that the probability scum claims miller (especially Gamma, who was scum in the last run of this setup) is greater than the probability that a miller actually exists in the game. (And this was not taking N_M's claim into account as I figured he was likely trolling.)

Mostly because backtracking out of something like that can be awkward and painful and can lead to getting lynched as either alignment, actually.

Aside from that, I'd say it's not common but not unheard of. And this would be an ideal setup to do it in because you can't be caught via setup spec. (Honestly, not counting the above claim all the miller claims I've seen were from town but half of them were lies )
