Basically after the first scum lynch, which if ever needs to happen before night 3, scum need to have killed the 2 PRs to prevent an investigation. Kind of.
I do agree is probably the best replacement for BP so far. It should definitely be tested more.
Still think List3 is not a bad temporary solution until then.

Rolecop/JK vs. Roleblocker is about the same as Cop/Doc vs. Roleblocker.
Town Rolecop + Tracker and Town Doctor + Tracker both allow the Tracker to confirm someone, but the first allows the Rolecop to also confirm the Tracker and the second allows people not to be killed.
UB is just kinda... boring. And debateably way way stronger than a Rolecop and a 1-shot BP. Scum have to deal with 2 Jailkeepers throughout the game? Scum have to deal with 2 Trackers throughout the game? Both aren't scenarios I'd want to deal with. Seems unrewarding in the long run too for mafia imo.

On row 3, it can, with low probability, counter a fake tracker claim that happens on day 2 or later (it can similarly confirm a tracker claim as real). But that's pretty much it. Overall pretty low utility.
And that ignores the realistic possibility that it will create a false guilty (tracker tracks role cop to the n1 death), which not only potentially screws town with a fake guilty, it just as importantly nerfs the tracker's ability to automatically know that a seeming guilty result is accurate, thus nerfing pretty severely the utility of the tracker (already a fairly weak role in matrix6)

It is a bit stronger, but that's good because those two set-ups currently have ~40% win rates. Having to deal with 2 Jailkeepers throughout the game isn't as big a deal when you have a Roleblocker and having to deal with 2 Trackers throughout the game isn't that big a deal either given that killing one will inherently negate their investigation for the Night.
Rolecop is one of the many roles that is a bit weird in the context of an Open. As Gamma Emerald already pointed out, the Role Cop doesn't really get to do anything all that useful in the row 3 set-up and it's far from intuitive how you're supposed to play that set-up as a Role Cop.
