There are three types of players in a Newbie Game; New Players, Semi-Experienced (SE) players, and Inexperience-Challenged (IC) players.

SE means non-newbie
IC means that you as a player agree to take on specific responsibilities while playing

Newbie games are either 6/2/1 or 5/3/1 (count of newbies vs SE's vs IC's).

I'm not really sure about the status of the * people, so there's currently 4-6 people in the newbie queue who can fill a game. So my GUESS is you'll see a new game start in the next couple days, but I'm not 100% on that. Sorry for not giving a clearer answer.
