When the game fills up, the list mod will post the respective mod and playerlist and game. The mod then posts the game, rolls the information regarding alignments behind the scenes, and then sends out the role pms. The game starts when most of the game (varies between mods iirc on the newbie queue, definitely the case elsewhere) confirms getting their role pms by responding to the mod.
Unless you're watching this topic and checking your email, you'll only be notified of anything during the role pm stage.
