- Yes, it's very similar to a desperado

- I don't know the mods' meta, so I don't believe one way or the other

- Yes, those people encouraging a quickhammer are dumb as waiting is the correct move

It's not. Desperados you are encouraged to hold on to as long as you can to make a choice. There's also a clear trade off in value: if you shoot scum you confirm yourself as town and kill the scum. You WANT to hit scum.
The role as claimed you're forced to act early so you can't make an educated decision and you also don't care if you hit town: so it would on a theory level basically encourage you to just shoot the highest stature player.
