Sorry I neglected this. My immediate reaction was "I'm town and he targeted me, therefore he's scum" and that was supported by the fact that he didn't say anything about the arrow (I searched his ISO and found nothing). So I had an AHA! moment. But as I thought about it I realized that there were surely town roles that would investigate other town folk (I missed the part where he claimed watcher) and you pointed out that mod post so I am not nearly as sure as I was, hence my unvote.
