VOTE: No on 17.
The below suggestion is integral to the function of nomic as a game, is in the original nomic ruleset, and is important enough to have a user on this very site named after it. Please vote yes. The moderator retaining all power to interpret the rules is unsustainable if all players are to be treated equally.
Suggestion: Add a new rule numbered Rule 18 with the text "Any player may initiate a Call for Judgement (CFJ). When e does so, eir score decreases by 2. E may optionally bar the next player from judging the called CFJ. A CFJ is in the form of a one sentence statement, which should be able to be considered either true or false. When a CFJ is called, the next player in turn order from the most recent player to make a suggestion under rule 1, shall, within four days of the CFJ's calling, judge the CFJ, ruling its statement either true, false or undecidable. The judge should also set out reasons for their judgement. If the player who would ordinarily judge the CFJ was barred from judging it, the player after the barred player in turn order shall judge it instead. If the assigned judge does not judge a CFJ in the prescribed time period, the next player in turn order shall judge it within four days of the failure of the previous player to judge.get a warrant-

6 isn't awful, it's the whole system of turn order voting and proposing that is kind of lame.
To do list:
-Amend rule 1 to allow for suggestions that include multiple amendments, repeals, new rules etc (trust me, this is integral if we actually want to get stuff done and have complicated mechanics that work)
- Given that there are inexplicably no initially immutable rules, make some rules harder to amend,, take preference over each other etc, preferably in a more nuanced system than pure mutability/immutability
- Adding titles to rules bc referring to them entirely by number is a pain.
- Removing any position of "the moderator". Inferno should still be made to keep track of the rules, but I don't want him enshrined having an extra position.
- Completely overhauling the system of rule breakage. Either through criminal CFJs or through something like a "referee" system where a player is empowered to make judgements and punishments, instead of the moderator having to arbitrarily decide what does or doesn't break the rules.
- Make points tradable, able to buy stuff.
- Removing rule 10 because...why?
- Removing 13 because...why?
- Removing rule 11 because that's...not actually a rule that prescribes or proscribes conduct, it just states a state of being to be true. Which might not be. This rule should be non-rule information in the OP.get a warrant-

I don't mind turn order proposing, it keeps the game from delving into chaos and makes you think about your proposal.
I suppose 6 is reasonable in a forum setting, but perhaps having some set time for discussion before anyone can vote (24 hours?) so that people don't make gut calls without considering things might be wise.
I'm down for pretty much everything on your to-do list, though.

My suggestion is unfortunately numbered 18 bc I suck lmao. I look forward to what happens if both the previous rule 18 and my rule 18 are adopted. I guess there's no rule providing that rules must have different numbers so there will be 2 rule 18s.
My actual eventual solution to turn order would be the one taken by my regular nomic. It has an office (add "establishing offices" to the to do list) in charge of distributing proposals (or whatever we call them here. Suggestions, I suppose, as rule 1 calls them) each week. Basically everyone comes up with proposals throughout the week and then that person, at the beginning of each week, writes a message including all of them, which opens voting. This allows discussion and it allows suggestions to be changed before they are voted on. We also have proposal numbering DISTINCT from the rule numbering (there are over 7500 proposals) as well as proposal naming to avoid the confusion you mentioned.
EDIT: lmao vij stop being one of those "everything is better on my homesite people". for nomic of all things.
