The rules as written make it sound like I'll be able to discard my bullets at the end of this round and get a fresh hand next round. Is that actually right, or do my bullets clog my hand for the remainder of the game?

At the end of the round they are added to your discard pile. When you reshuffle they will be in your draw pile.

Whenever you are shot initially that bullet card will be placed on top of your draw pile
