As far as I know games are balanced to benefit town more than scum to begin with, so if scum has powerful PRs then it's not farfetched that town has more PRs, i'd worry if scum is mostly vanilla save 1 or 2 protection roles and Nagito's role cop.

I could see it if trans role is pretty weak (does nothing til day 4) cause boon is always arguing with the role police who always demand more town power.
