but now that hes claimed it makes it very hard for him to actually announce targets.

There's always away around that: ANY investigator on me will get a result if I try to hide behind scum (i.e. I get roleblocked = I will be home). If I hide behind town I will disappear and they get "no result".

I hope you realize that when you announce your target, scum just has to kill whoever you target. The only way for you to have a safe place to announce your target is if heat puts you in his neighborhood and it happens to be all-town. Otherwise your results will be lost.

I probably won't claim my target beforehand, but if scum want to ensure I don't out a guilty on one of them if I do target one they had better keep shooting me each and every night until they do nail me. Even that would be a bad idea bc everytime they miss me I will come back to confirm a townie. It's a bit complicated but I will find away to make it work.
