(I don't have the time to actually run this at the moment, but I'm going to throw it out there in case anyone else wants to volunteer to actually do it. You could also just sign up and send me Powers and I'll put everything together once I have time.)

The rules. It's an interesting looking dynamic-rule game that'd lend itself well to being played on a forum or something. If I were to run it, I'd add a couple clarifications:

•For the first game, one of your submitted Powers must be a Classic Power. (Those marked by a star in the archive.) The other can be Classic, or elsewhere from the archive, or completely new.
•As the mod, I get the final ruling on any ambiguous rules, Powers, or interactions as well as veto power on any submitted Power. (For ones that are blatantly unfair or just impossible to mod.)
•No out of thread/private discussion, but public politicing is fine.

The rules say any number of players, so how does 6-10 sound?

All right, I think I can do this, if you don't mind the occasional delayed update and rampant lack of flavor. Send me Powers, everyone that's signed up, and if you still want to sign up, send me Powers anyway and I'll let you in if I get them before I post the list. Remember that one of your Powers must be from the Classic list (The starred powers in the link in the first post) and that you won't necessarily get the powers you submit; rather, they'll go into the open pool for everyone to bid on.

All right, here's the Power Pool my name for all the submitted Powers you'll get to bid on: (For extra fun, I'm making everything anonymous as to who submitted what. If you have a problem with that, let me know.)

Amoeba

At the end of each round you may opt to multiply if your Energy is higher than 5 - divide your Energy by 2 and add 5. Create another of yourself with that same Energy.

Big, Gnashy Claws

If you use no other Powers in a given round, add 20 to each of your Attacks.

Black Vapors

Spend 20: All Defense is nullified this round, regardless of its source.

Cleavage

Every male Hero must spend 10 Energy per round while staring at your heaving bosom.

Cold Winter

Each round each player may spend 20 to "keep warm". Any player that does not loses 20%, rounded up, of their Energy.

Extra Arms

You may only assign one Attack per round, but a copy of that Attack is made against every other opponent.

Flying Shards

Instead of allocating energy to Attack or Defense, you allocate energy to Combat, which counts as both defense and attack. (You may allocate the Attack energy as you will)

Glass Swords

Add 40 to each of your Attacks. Lose this Power the first time you sustain any damage.

Horde of Midgets

The Horde Attack an opponent of your choice each round, with damage equal to their Power Strength.

Pseudonite

At the end of each round, Heroes lose 5 Energy for each Power they possess.

Recuperation

Spend all but 20 of your energy: Gain 20 energy. You may not do this if your energy is below 21.

Scientific Genius

Bidding for this power occurs before bidding for other powers. The winner of this power may select his bids for the rest of the powers after the other players have revealed their bids.


Sidekick

Your brave sidekick counts as an extra Hero, under your control. He starts with 50 Energy, and has no Super Powers.

Stasis

If you did the same thing this round that you did last round, you gain 30 defense.

Very Big

Any damage dealt to you is halved (rounded down).

Vampiric Bite

Whenever you damage another Hero, gain Energy equal to half of that damage (rounding down).

I've bolded Scientific Genius because, as you can see, it affects the bidding stage. Submit your bids for that Power alone now; remember that if you win the bid for it or any Power, the Energy for it comes out of your total of 100.

WindSlicer: Bids are open for all the other Powers at once, so it's only three phases- one for Scientific Genius, one for the rest of the Powers, and one for whoever wins Scientific Genius.

So, for Scientific Genius:

PBuG bids 1
SinisterOverlord bids 10
Flying Dutchman bids 12
zu_faul bids 13
Iammars and Save The Dragons bid 15
WindSlicer bids 16
inHimshallibe bids 25, winning the Power.

So now everyone except inHimshallibe needs to send me bids for all the other Powers. Remember that you could win all, some, or none of the powers you bid on and may want to consider your Energy accordingly.

Edit: Before I forget- look up a few posts for the Powers, post or PM questions but I'll answer them publicly (Check back here if I post a clarification that makes you want to change your bids), and list your bids in alphabetical order because that's how I have them in my records.

All right, some clarifications:

The Sidekick functions as an additional Hero in every way, so it can be attacked and allocate Energy to defense and whatnot. The only connection between a Sidekick and its player's Hero is that the same player has control over both of them.

Duplicates created by Amoeba function the same way as Sidekick does.

Pseudonite and Cold Winter affect all Heroes, including the one with the respective Power. The player who owns the Power may choose to discard it before play begins, but otherwise gets no special treatment regarding them.

Power Strength is the amount of the winning bid, and thus the Energy spent on the Power. It only affects gameplay when a Power specifically mentions it, so in this game it only matters for the attack strength of Horde of Midgets.

With Glass Swords and Big, Gnashy Claws, the bonus is applied to your attack on every other Hero; if you allocate 10 to attack Hero A and 25 to attack Hero B with BGC, for instance, it'd be as if you attacked Hero A for 30 and Hero B for 45.

Also, cleavage seems a little weird with no females in the game...

I'll rule that whoever wins the power gets to be female by definition, and everyone else is male.
