2 is not correct tho, scum get votes right? Your vote weighs only 1 alone so you'd definitely want to vote with others, and scum can maneuver split parties. Now that it's actually not anti-wincon, here's why random equal parties is better.
1) It can create pools where scum are void, forcing their strategy and shots.
2) Scum cannot influence who is in what party.
3) As the game progresses, shooting obvtown becomes harder and harder.
4) They cannot change the pool without outing.
