Can somebody try to explain to me what makes Kerset Scum outside of this need to try and sort through either the PRs or the VTs?

Kerset is more likely scum than Kyo unless two scum and one is a traitor and that would make sense why can’t elim in VTs but it’s more than likely one of the two.
