Scarfolk Council

Scarfolk is a town in North West England that did not progress beyond 1979. Instead, the entire decade of the 1970s loops ad infinitum. Here in Scarfolk, pagan rituals blend seamlessly with science; hauntology is a compulsory subject at school, and everyone must be in bed by 8pm because they are perpetually running a slight fever.

Game mechanics

Day

• Days begin with a deadline of
  240 hours
  (10 days).
  
• Days will end when one of the following events occurs:
  • The deadline is reached.
    
  • A majority vote for a single player is achieved.
    
  • A Town-aligned player is modkilled.
• Votes should be made via the vote tag. Full player names or initial segments thereof are preferred.
  
• When more than half of living players are voting for the same player, that player will be
  launched
  (eliminated) and the day will end. Votes are irrevocable once a majority is achieved.
  
• If the day reaches deadline without a majority, or if at least half of living players are voting for “No launch”, the day will end and no one will be launched.
  
• I will interpret malformed votes according to my own discretion. In general, if it looks like a vote, I will probably count it as a vote. I reserve the right to edit malformed votes for easier counting.
  
• When a majority vote has been achieved but not yet recognized by the moderator, the game is in

Night

This public information message was posted on walls around Scarfolk and published as a full-page ad in the local weekly newspaper, The Scarfolk Herald.

Very soon after water electrification began many Scarfolk children started recalling previous lives. Six year old Dominic Flinch could remember the whole of his history through innumerable incarnations.

For example, he was surprised to recall that, two thousand years ago, one of his previous selves had invented Christmas purely to get out of going to school. It quickly became a popular excuse and flourished.

Dominic also recalled being a duck.

This public information poster is from the “Don’t” campaign, which started in 1973.

The council became increasingly concerned that citizens were too actively involved in ‘doing.’ Because ‘doing’ is a morally and politically ambiguous activity the council decided to take control and enforced ‘not doing’ until they could clarify and ratify only positive, socially acceptable expressions of ‘doing.’

The campaign’s mascot was called Kak the bird. To disseminate the ‘Don’t’ message among the youth, all school corporal punishment, daily vaccinations, and dentistry had to be carried out by an adult dressed as Kak.

Parents were also encouraged to dress as Kak then rush in on their young, sleeping children at 3am, and screech as loudly as they could: “Don’t, don’t, don’t.”

Despite the letter spacing typo on the poster, Scarfolk’s 1972 tourism campaign was as successful as the mayor had hoped. Seven tourists visited that summer. Oddly, they were all called Timothy, wore identical clothes and appeared to communicate with each other telepathically. Everyone in Scarfolk called them ‘The Tim Seven’.

Three days after they arrived in Scarfolk all the birds disappeared and for months after the Tims left whenever Scarfolk residents tried to use their telephones all they could hear on the other end was distant, frantic backward birdsong.

‘The Tim Seven’ also claimed they could psychically channel a long-dead Scarfolk resident - a fifteenth century plague doctor called Ranlyn Spangles - but they could only pick up his thoughts that referred to wigs or soup spoons.

On the subject of strange visitors to Scarfolk, in October, 1974, there was a spate of cases involving parents being supplanted by eerie impostors. The frauds looked uncannily like their real counterparts and only children could spot the subtle differences.

For a time, affected children found a gritty substance in their school milk. At first poison was suspected but it turned out to be sand from a beach hundreds of miles away.

Despite police investigations none of the impostors were ever positively identified and there was a growing belief in the community that they might not even be human.

The impostors vanished as inexplicably as they had arrived and the children’s real bewildered parents were found wandering on the very same beach from which the sand had originated. They had no idea how they got there, how long they had been away, or what had happened during their absence.

This leaflet/flyer was distributed in comic books, at schools, and in toy shops.

A young girl was found wandering the streets of Scarfolk in 1976. She claimed that she had escaped from a secret school hidden beneath the town hospital.

She was sent to Scarfolk Hills mental facility where, in brief lucid states between medication regimes and electro-therapy, she created this image again and again.

Naturally, road safety is as important in Scarfolk as it is anywhere else.

There was a car accident on Scarfolk Moors in November, 1975. A driver veered off the road after being distracted by a dark, hulking entity stalking across the barren, misty landscape.

The driver tried to film the entity with his Super8 film camera, but the footage is shaky and indistinct.

Many believe this is a confirmed sighting of the ‘Scarfolk Beast,’ which was spotted on the moors and even around town for many years.

Here’s a BBC Scarfolk TV testcard from 1970.

The SHS (Scarfolk Health Service) suggested these particular photographs in an attempt to subliminally accustom citizens to the plummeting success rate of state healthcare and to lower their expectations.

But they got more than they bargained for. Throughout the 70s a very faint, ghostly image of a woman’s face began inexplicably appearing on Scarfolk’s local TV broadcasts. Because she was first seen on this early ‘SHS’ testcard, she became known as “The Scarfolk Nurse.”

She appeared on all kinds of programmes, but was most often seen during children’s television broadcasts at times of social unrest. Engineers at the TV station never found a technical explanation for the phenomenon, nor could they for the examples of distant, eerie voices on the radio, which were also attributed to the “Nurse”.

Can you see her? She’s there if you look hard enough....

Many will remember the TV detector vans that stalked suburban Britain in the 1970s.

Scarfolk was chosen to take part in a government scheme that tested the latest technology in thought detection, particularly because of the events surrounding “The Tim Seven” in 1972 (See here for more details).

The scheme not only successfully reduced the number of telepathic crimes in Scarfolk, but also exposed hundreds of “wrong thinkers.”

According to legislation,

“a ‘wrong thought’ is a thought, which, when thought, contains themes thought to be not right, therefore wrong, and therefore prosecutable. An unthought thought may be potentially wrong, but the thought will not be prosecutable until such a time that the thought has been thought and its themes have been thoroughly thought through and deemed wrong by the authorities. Thinking about which specific thoughts may or may not be prosecutable may also be prosecutable.”

In 1975 the mayor’s brother, Winston, was one of the 90 people arrested for a “wrong thought” involving TV newsreader Angela Rippon, a jar of Robertson’s Marmalade, and garden Swingball.

This is another page from the hospital records of the anonymous little girl who was found wandering Scarfolk in 1976 (more here).

The colouring book itself was produced by Scarfolk Council Health Board Service Council and was distributed throughout hospitals, schools and junior covens.

While providing children with a fun creative pastime, it also subtly alerted them to the dangers of horrific diseases such as rabies and bed wetting, instilling in the children a deep-seated fear of foreigners, close relatives, harmless household objects, animals, vegetables shaped like animals, and belly buttons (see Barbara the omphalophobic office hand puppet).

Scarfolk Council had a few problems with outsiders, or “Scarfnots” as they were known, interfering in town affairs throughout the 1970s, so it developed a scheme to encourage civic discretion.

The severity of punishment for a “loose tongue” more or less guaranteed obedience, though a few Black Spot cards were issued.

For example, four year old Jeremy Chapped inadvertently discussed with his “Scarfnot” trepanning teacher the sudden, inexplicable appearances of ancient megaliths in schools and community centres, and found himself facing capital punishment.

In lieu of this penalty he pushed an unloved aunt in the path of a speeding hovercraft for which he received not only a cub scout badge, but also a £5 book token from the mayor.

The government’s self-support scheme launched in 1971. It’s not known when the scheme finished because nobody could ever reach the government by telephone. Letters were returned with “Not known at this address” written across them. Even when people turned up in London to complain in person, they discovered that many government buildings were just facades of the kind one might find on a film set. The Houses of Commons and Lords were in partial ruin, seemingly vacated years before, and had become home to goats, chickens and other livestock. This fact had only gone undetected for so long because the bleating and clucking of the animals coming from within the chambers was indistinguishable from those of their political predecessors.

Until 1975, the standard PSA (Personal Space Allowance) had always been fixed at a comfortable, civilised 20 inch zone around each citizen. The government suddenly amended this, however, citing terrorism and a rising population as reasons to cut personal space along with other social benefits and civil liberties.

The PSA was more than merely reduced: The new bodily zone into which representatives of the state (and even some commercial organisations) were now free to pass was amended to minus 5.2 inches. Naturally, this made human bodies “semi-permeable”, legally speaking, and for many people only the depths of their intestines remained private.

Police, security and social services enthusiastically exploited the new laws, as did the health service which randomly pilfered internal organs from unsuspecting citizens, claiming quite lawfully that they were found in “communal public places”. The nervous public caught on and by 1977 there were self-help groups springing up all over Scarfolk which helped citizens become as obese as possible in an effort to protect their innermost parts from state interference and even commercial exploitation.

You've probably not even recovered from the excitement of the last postcard from the mayor's rare 1970s pharmaceutical collection, yet here's another bombshell. This is the Vicks Vaporub postcard from 1978 that came free with multi-pack orders of prosthetic eyes.

Vicks Vaporub was originally invented to temporarily blind children for up to one hour while parents did things they didn't want their offspring to witness.

The original Vicks formula also contained a psychotropic ingredient that caused hallucinations, but it was withdrawn after a class of contagious children escaped from Scarfolk high-security infant school posing as alarmed peahens.

This public information poster was ubiquitous during the mid-1970s when there was a spate of cases involving adults being abducted from leisure centres, building sites and nudist beaches.

The police launched a public manhunt hoping that the perpetrator would be swiftly apprehended, but the crimes went unsolved for nearly two years. Terrified grownups would only go outside in groups of four or five and many pubs refused to open.

It was only when a police medium read the entrails of a recently sacrificed tramp that clues were finally unearthed, leading to the arrest of eight year old Steven Benson who had fed his victims to his tortoise, Admiral Twinkles.

When Steven was taken into state care and Admiral Twinkles escaped, it was suggested that the tortoise, which was an illegal immigrant, had used ‘Manchurian Candidate’ style psychological techniques to manipulate young Steven into subconsciously carrying out his instructions.

Crime was always one aspect of policing that hindered the police force from doing its job. That’s why, in 1975, the department of justice proposed the radical idea of cutting back on the numbers of crimes that would be tolerated during any given year.

The 1975 crime figures were as high as 100,000, but by 1977 the total number had been reduced to 65,000. This was largely due to a polite but firm public information campaign which targeted offenders, informing them of the new, official crime ration, and explaining just how much pressure the average police officer was under.

Many lawbreakers were sensitive to the needs of the police and either stopped committing crimes completely or only committed those that were legal. Many helped out by leaving incriminating evidence at the scenes of crimes and in 1979 a consortium of gangland bosses even held a charity knee-capping event, the proceeds of which went to the police pedicure fund.

‘Junior Will & Testament’ (see newspaper advertisement below) was produced by Scarfolk Legal Games & Documents Ltd. While it familiarised children with the inevitability of their demises in a fun way, it also introduced them to their civic obligations. For example, many children were not aware that, like adults, they were subject to death duty.

Any child who owned more than 20 toys at the time of its passing was expected to part with 26.5% of them; 50% for more than 40 toys. After several years of the ‘grave game tax’, as it become known colloquially, the council noticed that many of the toys it was receiving in payment were clearly not the children’s favourite toys.

From then on council workers would audit children every year to make sure that they weren’t hiding away their most treasured toys. Particularly untrustworthy were very poorly children. Upon admission into a hospital, the council would confiscate children’s possessions until their passing - the council couldn’t take the risk that a frightened child may be tempted to withhold a favoured toy during its time of need.

In 1979, the millions of collected toys were melted down and made into an enormous, inflatable bouncy castle for politicians to play in on their many days off work.

Sports were banned in Scarfolk (see

page 41 for further details). However, a legal loophole permitted the playing of ancient games, as long as they were an integral part of a religious ritual.

Mayan football and other sacrifice-based Mesoamerican ballgames, which often employed human heads or skulls instead of balls, became all the rage. Not only were these early games fun and exciting, but they also gave citizens the opportunity to use up any surplus of tourists that had become ensnared in traps during the summer season.

“Gaol!” weekly was the number-one selling football publication at the time and each issue included a pull-out poster of a hat or toupee once worn by the longest serving ‘headballs’, the most popular of which was Mr. Kenneth Trampel of Ramsgate, Kent, who was a veteran of 22 games until his left ear fell off.

Below is a leaflet published by the Scarfolk council department that was set up in 1973 to deal with citizen thought detection and control.

In addition to the thought-detector vans which prowled Scarfolk’s streets (see HERE for more information), citizens were expected to undergo regular thought inspections.

At the time, thought terrorism was rife and most major public buildings and spaces had security checkpoints. Citizens were expected to read, understand and answer the questions put to them in the leaflet before being scanned by an IDS (Idea Detection Scanner). Initially, IDSs were just ex-policemen who had failed psychiatric empathy tests after sustaining severe head injuries. The practice of using such policemen was stopped when it was discovered that the method they used to extract thoughts from citizens’ heads involved the use of a big, sharp stick and an ice-cream scoop. More accurate IDS machines eventually replaced the policemen, drastically reducing human error, though the stick and ice-cream scoop were retained.

Let’s Think About...

booklet was published by Scarfolk Council Schools & Child Welfare Services department in 1971. It was designed for use in the classroom and encouraged children between the ages of five and nine to focus on a series of highly traumatic images and events.

Parents and teachers assumed that the booklet was based on psychological research but it had no scientific basis whatsoever. The booklet’s medically untrained author was one of the dinner ladies from the council canteen before she was fired for attempting to slip strychnine into bowls of blancmange.

Despite the scandal, the booklet remained on the school curriculum for many years and the author was invited by the council to pen an updated edition from her prison cell in 1979.

Between 1970 and 1976 the government vastly overspent on state and private prisons and was disheartened when crime didn’t rise to match the amounts being invested to control it.

Local councils were directed to encourage criminal activity but when they also failed to produce the required crime figures, the government’s Office of Spurious Welfare developed a scheme to attract new offenders.

It targeted the aspirational lower-middle class by shrewdly portraying lawbreaking as an upwardly mobile activity and prison sentences as socially desirable. Pro-jail messages were subliminally printed on fake antiques, mass-produced Royal memorabilia and incorporated into newspaper Sunday supplement competitions for dream cottages in the country (see above).

Emergency laws were also made to ensure that crime would become more prevalent. One law, the so-called Passerby Criminal Indolence Law, which is still in effect today, penalises people who refrain from committing a crime when the opportunity arises, even if they could have got away with it.

From children to teachers to pensioners; from secretaries to factory workers to black propaganda operatives secretly working for the government disguised as school dinner ladies, mind control was all the rage in 1970s Scarfolk.

Everyone was at it. Dozens of ‘DIY’ books flooded the market and there was a schism over which was the better method: occult ritual magick, the use of precision medical implements such as straightened wire coat hangers, or television advertising.

Because the government had already employed potent thought-control techniques to cap the cognitive abilities of citizens, most people didn’t master much more than the basics, such as the Disco Leech Maneouver (see the book cover below), which reduced the mental age of a subject by up to 4 hours.

A 1974 study by the NCC (Natal Crime Commission) in Scarfolk discovered that 2 out of 5 pregnant women were not turning up for the birth of their own child.

Doctors rejected the hypothesis that backstreet, occult practitioners might be responsible, but failed to solve how babies were bypassing the traditional medium of a biological mother and delivering themselves into the world.

When some of the absentee mothers were tracked down they couldn't account for their lack of attendance, though eye-witnesses placed the women in various locations at the time that they should have been giving birth: at cocktail parties, playing Bingo, watching the radio, reading grimoires in the coven library and communing naked with a black-pelted half-man, half-goat in supermarket car parks.

Children born as a result of maternal misdemeanours tended not to get along with other children, particularly because they levitated uncontrollably. Many schools were forced to enclose their grounds inside large nets or perspex domes to catch the drifting minors.

Scarfolk Council wanted to nurture a generation of passive citizens so that it could do what it wanted without interference. But it was also fully aware that it needed to sell this passivity as positive action.

A 1970 government leaflet (see above) stated that “urgent, active dithering is strongly recommended” and that “citizens should be single-minded about being in two minds. Resolute hesitation may or may not have made Britain what it is today.”

Dithering and faffing were also promoted in the media as attractive character traits and by summer of that year large DIY stores were selling specially-designed garden furniture to consumers who wanted to literally sit on their fences. Student activists wore T-Shirts emblazoned with fashionable slogans such as ‘Don’t Go to War With Hem & Haw’, ‘Yes & No & Maybe’ and ‘Erm’.

By the end of 1972, however, the state had become aware of the long-term physical and economic side-effects of sustained dithering. Unforeseen mass drooling, for example, cost the state hundreds of thousands of pounds in community bibs, and by 1973 the promotion of hesitation gave way to the more definitive ‘Don’t’ campaign.

Discarded children were a serious problem in 1970s Scarfolk. Adults who had decided against parenthood, whether for reasons of finance or boredom, would dump their offspring in sacks by roadsides or in laybys.

Hungry children who had not been given the required sedative dosages often chewed their way out of the sacks and wandered into speeding traffic. Not only did these unwanted children cause hours of unnecessary delays to motorists, but a study showed that discarded children were responsible for close to a million pounds worth of damage to car bonnets, bumpers and windscreens in 1974 alone.

From January 1975, any ‘Bag Baby’ (as they came to be known) involved in a road accident that incurred costs to motorists, risked a fine of up to £125.

While some children were born without faces simply because they didn’t deserve them, the government became increasingly concerned about citizens who did have them. They found that people with faces are more likely to have personal desires, hopes and dreams, in short: a will and ideas of their own.

Such idiosyncrasies were not only thought of as needlessly self-indulgent, they were also deemed inconsistent with the smooth running of a successful society. Scarfolk’s was the first council benevolent enough to offer face removals on the NHS.

In 1976, the council trialled face removals on stray foreigners, prisoners, children nobody wanted, unsuspecting people who were picked up leisurely walking in a park after sundown and volunteers (see leaflet above).

When the full scheme was rolled out in 1977, the council soon lost track of which faceless citizen was which. By 1978 a new law was passed which dictated that all faceless people were required to have a tattoo of their old face over their lost one to make identification easier.

The government strongly promoted the ‘Buy British’ message in the 1970s. It was so keen to prove the scientific superiority of British products that large-scale experiments were commissioned. Scarfolk University, for example, was given four million pounds to develop a computer that could record the brainwaves of hundreds of Real English Wine drinkers and then convert those brainwaves into sounds and images.

Scientists (and advertising agency executives who planned to exploit the results) predicted the result would produce “a wide variety of positive images, including majestic British landscapes accompanied by the sounds of waves and music as beautiful as anything written by maestros such Sir Edward Elgar or Cliff Richard”.

In actual fact, all the subjects’ brains produced exactly the same image: An electrified cage containing a baby monkey whose mind had been destroyed by medical experiments, systematic torture and the jarring sound of a toy mechanical bear mercilessly beating a drum 24 hours a day.

Despite this apparent setback, the Real English Wine committee ran with this image in their advertising campaigns. The wine sold well in Scarfolk, simply by virtue of being British, as did a spin-off ‘soft-toy’ monkey, which wasn’t actually a soft-toy at all, but a real dead monkey.

This title screenshot is all that remains of ‘Violence On’, a children’s TV programme that ran from 1970 to 1978. Each episode saw the programme’s presenters encouraging children to push classmates out of windows, off high walls or from the saddles of seaside beach donkeys.

Another popular programme called ‘Jail Fix It’ gave children the opportunity to get their injuries treated in a psychiatric prison hospital by high-risk inmates who had to learn first aid as part of their integration back into society.

Each week, the children’s decorated plaster casts (and, occasionally, unsolicited gang tattoos) were displayed in a gallery and a special prize was given to the child that had most amused the judges.

While the state frequently warned children about the dangers of playing on icy ponds, near electrical substations and in open-air, biological weapons laboratories, it failed to take into consideration the decade’s plethora of science fiction films and TV programmes, which inspired space-themed games up and down the country.

Scarfolk children, who were known to take greater risks during play, initiated an unfortunate trend that started claiming lives. In 1977, two schoolboys from Scarfolk’s Junior Indoctrination Facility dared each other to endure the harsh extremities of space. Their corpses were eventually located drifting a few hundred miles from earth by tracking the surveillance devices that had been implanted in their frontal lobes at birth.

Concerned parents demanded that the state act immediately. Two years later (and only after the government realised its child labour factories were losing a steady flow of under-10s), a public information campaign was launched which warned minors about leaving the earth’s atmosphere (see poster above). Scarfolk Council also laid many miles of high-altitude, electrified fencing to repel innocent children who might unwittingly stray into outer space.

When this poster was distributed by Scarfolk Council in 1977, many people were concerned that they did not understand the poster’s message correctly and were thus at risk of unintentionally breaking the law by either talking or not talking about it.

Worried citizens gathered in secret to discuss the poster campaign. Knowing that most homes contained surveillance devices, they debated the poster non-verbally, using hand gestures. Unbeknownst to the clandestine groups, however, specially-trained police mime experts had infiltrated the meetings and reported everything they saw to Scarfolk’s police commissioner who, keen to outdo his predecessor’s record, had created the public information campaign to boost arrest numbers.

Telephone helplines were set up to provide legal aid to the many who were accused of talking (and not talking) and faced punitive tongue removal. Although the legal experts who manned the lines were not permitted to speak, they were authorised to offer advice via the medium of mime.
