i am able to read the game but being able to form opinions is beyond me right now

Depends on if you plan to do any VCA type stuff. There's a full 40 minutes in between the tanuki vote and unvote.
Which tells me they were reading. I typically multitask when I read so its not straight work I do, but they must have seen something they liked.
For 'is it a scumtell/towntell ... yes, unvoting and revoting would count as a tell.

There were moments where The Stage (don't think I need to cite a post here), Tanuki (1657) & Anen (1708, tho this is more criticising HPE for staying on PP rather than moving to PP) all criticised HPE for the PP push.
