Except you absolutely can. It's not outside the realm of possibility. A Town Vengeful Neoghbor, a bunch of VTs, and 2 Town-Informed Neighbors? Don't get mad at me for suspecting you both—blame the setup. I'm sure if it were me in that position and it was truly what you say it is I'd be fending off Town paranoia too.

+potential for forced kills takes away scum's ability to kill whoever they want
-cannot privately coordinate without distracting town

I'm not sure this passes at 12:3 because you would want some ability for a clear to have the potential to reach late game. There's nothing stopping scum from rolling through. I'll take a look at some recently completed games.
