In a set up like this, it's likely that he could have gotten 2 Townie cards, used one for the alignment and the non townie for the ability. Even then, if you look at it this way, wouldn't Conpulsive Child Killer be good for scum as a role? Take the scum alignment and take the role to kill the IC for less town? I don't even see how it would be a great discard for scum, unless they had better scum to choose from.
