One of {cop, doctor, jailer, tracker} would be a fairly powerful claim, but it will not be enough to kill the momentum. There's enough players who would think that she was scum making a last-ditch fake claim that it wouldn't save her.

Could put them at odds with each other, but that's what the Tribes are doing, too. Maybe make them susceptible to Scum recruitment of the same color... or instead give those Townies color-specific Cop abilities. Maybe even just hint like 'Your wincon is to kill Scum. Are X and Y also Scum...?' or something of the sort.
