I'm thinking there might be redirector shenanigans at play. Monobear is claiming to be blocked, and Mastina/Gin are claiming to not be, that suggests redirection. Someone redirected actions from Mastina to Monobear, maybe? That sounds like Fate, though I could think of some other people who might have.
