It should be a confirmed town claim to anyone and easy to check.
Normal games are reviewed for balance. Godfather are not allowed in normals. Reviewers will not add a role that makes a virtual GF when they are banned.

Normal games have to follow normal guidelines.

I made an assumption about why I don’t see it as a scum role. I was wrong that it could be.

I think it's also low effort and deserving of more focus on NK15 but I don't think scum would write something like that. The tone of NK15 in the game strikes me as very townie.
