A player can change a vote before all have been submitted, same way a person can umm and ahh about which vote card to pick in person. Once the final vote is submitted everything is locked in - treat it like twilight.

We have entered the legislative session. The president will draw 3 policies, discard one and give two to their Chancellor who will discard one and pass one.
Thread locked until a policy is passed or until (expired on 2019-11-16 07:30:00), with deadline leniency on the Chancellor if the president is late. I will wait for a submission and seek a replacement if necessary instead of a random selection if we run out of deadline.
