i think all of {embassy, china, moscow, capital} should be at worst neutral with a clue like this. so i wanna press 3 this round, and in that order, i think.

{moscow, capital, embassy} we can rule out, easier clues - any capital that isnt in china.
{china, capital, embassy} this actually seems tricky to clue for, so i could see it being this, with then moscow being like a neutral. i still rank it below {embassy, china, moscow}

if 2 or more of these end up not being correct then i could see, like, block being a reference to coup. but that seems to be getting obscure.
