I see them as consistent - they want more participation from the players to read through and get a firmer read on the game before making a decision - this is consistent with not wanting to rush the coalition through while many are not very engaged in the game-state. That's fair and I can kinda see it. I was struggling to find the town mindset while seeing a fairly basic scum motivation from it (expressing doubt on something that would be rather good for scum!Koba in order to get townread). But your interpretation matches up more with what I've seen from Koba so far.-
