Why does the redirector only have to redirect kills? Maybe I missed something?

I think the simplest explanation is 2 scum factions and a town majority as we haven't seen evidence of additional kill power (to my knowledge). The alternative is that there's 4+ killing roles in this game which is certainly possible but seems less likely to me. Aliens are a whole other thing too that I haven't taken seriously yet.
