i wouldn't say that is the primary reason scum lose when pairing with IC. But i think it plays a role at least.
in all of the like 12? dance games i played only one of them i can remember scum leaving the IC/Town pair alive in. Scum also lost that game for keeping them alive.

If scum is in the IC pair, they get limmed. Its pretty simple.
Kind of boring to pair with GL knowing all that.
