Like all this talking around it ignores that scum knew what PB would do. PB was claiming to kill SAS.

So if SAS was town, scum would have allowed that to occur.

(unless PB lied and did not act)

This has me back to thinking we should consider the Kokichi flavor claim plan.

If Kokichi can flip, then it proves that they are talking to PB, which feels like it proves that PB has the ability to send people back. If they have the ability to send people back, then it seems like he would have done so to look better.

If PB does not have a hood / does not have the ability to send people back, then him choosing not to act seems more likely.

If Kokichi is dreaming in a hood or what ever, I want this to happen. The info benefit I think helps us a lot.

If not, I need a pretty good argument from Kokichi on why they won't do this.

If it both does not happen, and does not give a good case for why it is not happening, then I am prepared to world build from PB choosing to not act. If either of those happen, then I can consider world building from the pov of PB being redirected onto Ali.
