Oh right, two scum as neighbours would kinda make that role irrelevant wouldn't it, since scum can already talk to each other. I guess if a scum neighbour flipped then they could 'townproof' their partner, but that would feel like a weird way to buff mafia. So if Norwegianboy and StD claim they're neighbours (I'm not sure if they've dones so or if it's just assumed), I think it's much more likely that only one of them can be scum.
