I think it's unlikely. Past Defcon games had a draft whereas this one doesn't, and I think that's what Cephrir is referring to here. It is kind of ambiguous whether there are PRs in this game.

But there is no dopamine rush to sending a nuke without the sense of righteousness and conviction about it. And don't see it on upgrades, if I knew for certain that I couldn't double up on a stat I would have sent them in already but even then it would hardly be comparable to trying to turn someone to nuclear ash.
