What is it that made blue Ezreal meta again?

The recent ADC changes would seem to push him down the Essence Reaver path, but blue Ezreal is more dominant than ever.

IBG does give more CDR now, but he could also use the AP that used to be on the item well, so I wouldn't expect this to have such a strong effect.

No, I had it pop up when I was sub-30 and had just played with a 4-man premade. We lost, they were toxic, and I suspect I was mass-reported at the end of that game because they told me they intended to do that at 5 minutes into the game.

They should weaken the hexdrinker shield and then make it scale with either HP or MR. This will leave it with bruisers and tanks.

Merc is OK. The other lifesteal items still compete well.

I think Swain's mini-rework looks cool. Nerfing the damage on E but giving the full damage amp at level 1 lets Swain max Q > W > E (nice for the W duration after the W nerf early this season), and Q is reworked into a zoning/farming tool.

CSing is really easy on Swain now between the faster projectile time and his new Q, and the Hextech that slows is a great replacement for RoA that fits well into his kit.

Vlad is quite a bit stronger in lane, but it seems like he doesn't scale quite as well.

Visage seems like there may be a better option for someone without any healing built into his kit after the changes.

Maybe abyssal could be nice in those circumstances? You'd have to work some health into your build quickly rather than doing IBG immediately, though.
