I guess a followup is if it would get me banned, if I changed the names to reference the permabanned players without stating them, would I get banned?

It's an interesting thought to say the least.
Probably one that you can actually get an official stance on.

My guess would be either "No, but it'd be poor taste", or off of prior experience with role PMs based around users... "Yes, because the players in question cannot give their consent". The latter more or less off of the moderation ban that happened from the characterization of players in /invitational 15. (Basically, a general rule for writing role PMs about scummers is, that if you contact them about it before-hand, it's okay; if you don't, then you can get in some trouble for it. And in this case, because the users in question can no longer give a response...)
But I'm not the administration, so they'd have to weigh in on the matter.

TSQ ran a game once where roles were named after players and written in poor taste. Game was stopped by the administration during day 1 because of all the trolling and bad things being said about people. You could name a role after someone if it was in good taste and respected the person it was designed after but if you made fun of the person, I feel you'd go down a similar path and since these people were all perma banned and you already gave them funny names... chances are it won't work

Edit: I think TSQ ran that game, tried to find it in the theme parks archives this morning and couldn't. So maybe someone else ran it?

I'm not sure about a game being stopped on D1.

But I know /invitational 15, run by xRECKONERx, got Reck's modding experience knocked down to one game after the game was finished. (I think there was a second mod involved who also got the penalty? I forget who, though.) It did run to completion.

I would hope the moderator would be strongly discouraged to run such a game, at this point in MafiaScum's history. The permanent bans on this website are the result of deeply personal, emotional altercations which do not need to be raked up fresh and plastered against the framework of a silly party game.
