By default, the same basic rules of spellcasting apply to everyone. Exceptions may exist.

I think this was too unclear in the design and for that I apologize. The "Vote" Spell as it is described in the Sample Role PM is excepted from the various special mechanical rules of how spells (see: abilities) work. This includes the mechanic of spells moving from slot to slot as they are used. However, it is important to note that it is still a spell.
