...and you wonder why I say the utopia would have to be in effect for it to start going into effect.

You'd have to outright shift the entire world to think the way you do before people can start thinking the way you do, because the level and method of progress we've had the way we've been going is provably effective. Rejecting the fundamental basis of that progress is not something that's going to happen by itself.

At least, barring a cataclysmic event that will set humanity back, which would be bad for your philosophy too since it's apparently a 'forward' idea from where we are now.

We're simply too uneducated and uncultured as a society to rightfully embrace Accountant's utopia. Tragic.

Oh, chewing gum importing is also illegal except for under specific circumstances, such as for research purposes, theraputic use, or to then be immediately exported out somewhere else and not sold.

That is not the same as smoking being illegal. It just limits where you can smoke. And good thing too, I don't need second hand smoke giving me cancer

Singapore is like a bad copy of the utopia in that it tries hard to do the strict legal thing but ends up seeming silly with chewing gum laws. I don't think it's any worse than some other silly laws though.
